Moviment Graffitti: ‘Construction regulations lack ambition and clarity’

Moviment Graffitti has criticised the proposed construction industry licensing regulations for falling short of their stated aims

“The licensing of contractors is long overdue”, the NGO said, however it insisted the proposed reform lacked ambition and legal clarity.

Moviment Graffitti particularly criticised a lack of transparency on how breaches of the regulations would be handled by the Building & Construction Authority.

It said the public had little to no power to participate in proceedings, adding “the public and our quality of life should be at the heart of this reform”.

A soft approach to enforcement and penalisation was not sufficient to shift away from the current free-for-all attitude in the sector, the NGO warned.

Highlighting that the licensing committee is to be appointed by the minister, the NGO also criticised the government’s “inability to create a structure free from political involvement”.

“Government is once again being weak with the strong, to the detriment of our safety and quality of life”, Moviment Graffitti said.
